Peter Kaznacheev
Director of the Centre
PhD, Senior Research Fellow at RANEPA
Previously worked as a Business Development Advisor with British Petroleum where he focused on new business origination and project evaluation in the exploration and production division of the company. Between 2002 and 2005, he worked in the Russian Presidential Administration read more
as a Senior Advisor dealing with economic, energy and environmental issues. Prior to that he worked at the Multilateral Investment Guarantee Agency of the World Bank in Washington and as Advisor to the Deputy Chairman of the Committee on Property of the Russian Parliament. As founder of the consulting firm Khaznah Strategies, he advises companies and government agencies on various natural resources projects. He received a Master’s degree in international economics from the Johns Hopkins School of Advanced International Studies (SAIS) in
Washington, DC and a Bachelor’s degree and a PhD in political philosophy from Moscow State University. Since 2006, he has been teaching a course at RANEPA that focuses on public administration in resource economies.

The main focus of Mr. Kjurchiski’s work are Gulf oil monarchies and public administration in resource economies. He took part in analysing country data for the RANEPA report “Resource Rents and Economic Growth and is currently BP PhD student in Political Science at RANEPA. read more
His doctoral dissertation is about the political regimes in the Gulf Oil Monarchies. He holds Master’s degree in international business and change management from RANEPA. He is a member of the Leaders Club of “Macedonia 2025” as well as in non-governmental organisations in Macedonia. Kjurchiski received a Bachelor’s degree in computer science at the FON University in Macedonia.

Bill Bosler
Chemical Engineer, Oil & Gas Lifecycle Supply Chain Operations
Mr. Bosler is a Professional Engineer with over 40 years of experience in the oil and gas value chain from wellhead to gas station and from project concept to supply chain operations. He worked with various companies, including Exxon Company USA, Booz, Allen and Hamilton Inc., and Bonner and Moore Associates, Inc. read more
Mr. Bosler is a registered Professional Engineer in the State of Texas specialising in oil and gas lifecycle supply chain operations. He is a member of the American Petroleum Institute’s Subcommittee on Instrumentation and Control Systems and also a member of the International Society of Automation (ISA).
Mr. Bosler’s specialty is in forming, leading, and participating in teams to achieve specific objectives within time and budget.
In 1982, Mr. Bosler founded Texas Consultants, Inc. after two years with Booz, Allen and Hamilton Inc.; three years with Bonner and Moore Associates, Inc.; and 10 years with Exxon Company USA. Mr. Bosler has over 30 publications in magazines like the Oil & Gas Journal, Hydrocarbon Processing, Fuel Reformulation, and World Refining; presented papers at the European Offshore Technology Conference, Russian National Institute of Oil & Gas, and provided expert witness testimony.

John Eyre
Executive Director of North Coast Consulting Ltd.
Mr. Eyre has over 40 years of experience in the international minerals industry as minerals and environmental manager, lecturer, consultant and mineral agent in over 30 countries throughout the world. He has headed minerals market analysis, economic, technical and environmental studies. He is either sole-author or co-author of over 50 academic papers, research reports or books relating to mining and minerals extraction. read more
Over the last few years this has included work in Afghanistan, Albania, Armenia, Bosnia-Herzegovina, Congo DR, Costa Rica, Ghana, Jamaica, Kazakhstan, Kyrgyzstan, Liberia, Mauritania, Mozambique, Namibia, Nigeria, Pakistan, Russia, South Africa, Thailand and Uzbekistan. Some of those projects were carrieed out with the support of international organisations, such as the World Bank and EBRD. For 14 years Mr. Eyre was a University Lecturer at Camborne School of Mines in minerals management, surveying, law and environmental aspects of mining. During this period he also worked at Wardell Armstrong International, a leading mining environmental and engineering consultancy as a Technical Director in the mining environmental & social division. During the period 1974-1988, he worked in the UK coal industry, in the technical services and minerals management departments and as Deputy Area Surveyor and Minerals Manger responsible for permitting and environmental matters for over 20 coal mining and processing operations. Mr. Eyre holds qualifications of MQB Certificated Mine Surveyor, Chartered Mining and Environmental Surveyor, Chartered Environmentalist, and Incorporated Engineer.

Thane Gustafson
Senior Director of IHS Cambridge Energy Research Associates (IHS CERA) and Professor of Government at Georgetown University
Dr. Gustafson has spent 40 years studying and travelling in Russia, Ukraine and the rest of the former Soviet Union. Dr. Gustafson founded the IHS CERA Russian and Caspian team in 1990 and directed it for 15 years. He is the author of over 200 IHS CERA reports. read more
Formerly a professor at Harvard University and a political analyst at the Rand Corporation, he is also professor of government at Georgetown University.
Dr. Gustafson’s latest book—his fifth— is Wheel of Fortune: the Battle for Oil and Power in Russia (Harvard University Press, October 2012). Dr. Gustafson’s research focuses on oil and gas Russia and the former Soviet states, including analyses of oil field technology and practice; gas production and transportation issues; oil production and domestic and foreign oil markets; US-Russian political and energy relations; regulatory and legal reform in the Russian energy sector; and the evolution of the Russian oil and gas companies. Dr. Gustafson holds a bachelors degree from the University of Illinois in political science and chemistry and a PhD from Harvard University.

Problems and scenarios of transformation” (1998). Participates as an expert in the work of various high-level bodies, in particular, the Expert Council of the Ministry of Energy of the Russian Federation, the Expert Council of the Committee on the Environment of the Russian Parliament, the Expert Council under the Chairman of the Arctic Council of the Russian Federation, as well as in advisory committees of the World Bank, the EBRD, and the Arctic Council. In 2011 he was awarded one of the highest honours of the Miners of Russia organisation – the medal of ” Miner’s Glory. ” In 1977, he graduated from the Department of Economics at the Novosibirsk State University with a bachelor’s degree in mathematical economics.

He received a Master’s degree in international relations (specialising in Russian studies) from the School of International Affairs at Carleton University in Ottawa and a Bachelor’s degree in economics and political science from the University of Toronto.
